1.There should be one Photo of each month
2.Any transport photos, i.e buses,Trains,Sea transport and Trucks
3.The voting start 2nd last Sunday of each month and goes for one week, i.e the voting closed on the last Sunday of each month and the Winner will be Reveal.
4.You can't vote for yourself!
5.Winner will have the Title or Acknowledgement e.g"The winner of June POTM
(or other Suggestion for Reward?)

I was wondering about something similar as well.

Maybe the winning photo could be displayed on the homepage.

Yep sounds good , it can be display on home page untill the next month winner.
